New residency option for scientists and highly qualified professionals

Panama has created a new residency category for internationally recognized scientists, researchers and highly qualified professionals, initially offering a two-year provisional residence permit.

Panama has created a new residency category for international scientists, researchers and exceptionally qualified professionals. The legal basis is Executive Decree No. 6 of March 20, 2026, published in the Official Gazette on March 23.

The category is intended for applicants with a recognized international scientific or technological track record who plan to carry out research, teaching or technology-transfer activities in Panama. A provisional residence permit is initially granted for two years. After this period, permanent residency may be requested if the applicable requirements are met.

Required documentation includes evidence of scientific achievements, an affiliation or agreement with a scientific or academic institution or research center in Panama, a work or research plan and evidence of sufficient funding. Eligible dependents may also be included.

The decree contains several additional provisions. Applications are to be resolved within no more than 30 working days. Qualified applicants may also receive an exemption from import duties on household goods when relocating to Panama for the first time, subject to customs requirements. SENACYT has also been assigned a dedicated one-stop service to assist international researchers and professionals.

Although this category applies to a relatively small group of expatriates, it significantly expands Panama's immigration options for highly qualified professionals.

Relevance: Internationally recognized scientists, researchers and highly qualified professionals now have an additional residency pathway in Panama. An institutional affiliation, a work or research plan and proof of funding are especially important when preparing an application.
