Panama has created a new residency option for foreigners who have attended school or studied in the country for an extended period. Executive Decree No. 3 of February 6, 2026 adds a special student category within the permanent residency framework.
In general, applicants must have studied consecutively in Panama for more than six years or still be enrolled after completing such a period. Primary, secondary and university studies may be taken into account, subject to the required documentation.
Applicants first receive a provisional permit for two years. After that period, they may apply for permanent residency if they meet the applicable requirements.
The new rule may be particularly relevant for families who have lived in Panama with their children for many years. It creates an additional route toward permanent legal residency for this group. The decree entered into force upon its publication on February 6, 2026.
