Paraguay introduces Investor Pass for direct permanent residence

The new Paraguay Investor Pass allows qualifying foreign investors to seek permanent residence directly under specified investment conditions.

Paraguay introduced the Paraguay Investor Pass in April 2026. The new instrument is designed to facilitate access to permanent residence for foreign investors without requiring them to obtain temporary residence first.

The scheme is based on updated conditions for obtaining the Constancia de Inversionista Extranjero (CIE), or Foreign Investor Certificate. This certificate enables qualifying investors to pursue permanent residence directly under Paraguay’s current migration law.

According to Paraguay’s migration authority, several investment options are available. These include investments of at least USD 150,000 in tourism projects and at least USD 200,000 in Paraguay’s stock market or real estate sector.

The updated rules are intended to make the previous conditions more flexible. In particular, investment through the stock market or real estate does not necessarily require establishing a business that creates a specified number of jobs.

The Investor Pass is not an unrestricted residence programme without further requirements. Applicants must meet the applicable conditions and obtain the required investor certificate before applying for permanent residence.

Relevance: For prospective emigrants with sufficient investment capital, Paraguay now offers an additional route to pursue permanent residence directly. The real estate option may be particularly relevant to people who are already considering combining property ownership with relocation.
